I want to give an update that our office met with representatives from Governor Hogan’s office, members of the Maryland Department of Environment and several community leaders on Tuesday, September 28, 2021 about the raw sewage from the Back River Wastewater Treatment Plant being pumped into the Bay.
MDE informed us that Baltimore City and the Treatment Plants are still non-compliant with their water discharge permits to meet the environmental standards required by MDE.
It is unacceptable that raw sewage continues to be dumped into Back River and in the Chesapeake Bay. This is why we have dealt with midge problems over the past few summers.
MDE has the ability to fine Baltimore City, but civil fines don’t solve the problem. The money for the civil fines comes from taxpayer’s wallets.
The taxpayers should not be held liable for the negligent actions of the sewer treatment plants and fining the City does not clean up the Bay.
In lieu of fining Baltimore City, I immediately suggested to bring in an independent third party company to completely take over day-to-day operations at the sewer treatment plants.
The community leaders and I have lost confidence and ability in Baltimore City’s operations of the sewer treatment plants.
The reason that we do not have any confidence in Baltimore City is because of their past and present ongoing lack of accountability and responsibility.
Community leaders, constituents and myself are fed up and disgusted with the treatment Plants. This has been an ongoing problem for years. MDE also mentioned the possibility of a Dissent Decree being issued.
We are still closely monitoring the situation along with MDE.
Baltimore City was purposely not invited to this meeting due to their ongoing excuses. They have been making promises for years.
The amount of funding the state and federal government has invested in these plants is not the problem, but the blatant mismanagement.
This will not be tolerated.
